India's Prime Minister Narendra Modi says the gunmen behind a terrorist attack on tourists in the Kashmir region "will not be spared!"

In what is the worst attack on civilians in India since the 2008 Mumbai shootings, more than two dozen men were killed when suspected militants opened fire at tourists in India's Jammu and Kashmir territory.

Scores of tourists returned safely to Mumbai on April 24 after a terror attack in Kashmir claimed over two dozen lives, most of them from Maharashtra. The returning tourists were greeted with white roses and chocolates by local politicians at the Mumbai international airport.
