Western nations are planning to table a resolution at an IAEA meeting that will find Iran in non-compliance with its so-called safeguards obligations for the first time in 20 years, a senior western diplomat said.
"We have taken note with great concern of the various statements concerning a considerable increase in enrichment capacity, and in particular, the establishment of new infrastructure."
In a confidential report seen by the BBC, the International Atomic Energy Agency (IAEA) said Iran now possesses over 400kg of uranium enriched to 60% purity - well above the level used for civilian purposes and close to weapons grade, and a near 50% increase in three months.
