A court says the Trump administration can’t deport people to Libya without giving them proper notice, presenting yet another hurdle for the plans.

Deporting migrants to Libya without a chance to challenge the removals would violate a court order, a federal judge said Wednesday, after immigration attorneys reported that authorities told people they would be sent to the country with a history of human rights violations.

U.S. officials have said the Trump administration plans to send immigrants to the divided country on military flights as soon as this week.
